But what are they, and for that matter, what are negative ions?

Virtually all airborne nasties (dust, allergens, mites, and other contaminants) carry a positive charge. Ionizers attack these positively charged ions using the principle of opposites attract. When a high enough concentration of negative ions can be inserted into the surrounding air, the positively charged floating particles will fuse with the negatively charged ions and fall harmlessly to the ground, just waiting to be removed through normal cleaning activities.
